تداعيات حق النقض الأمريكي على فرض العقوبات الأممية

Résumé

تعتبر العقوبات الأممية إحدى الآليات الهامة التي يعتمد عليها مجلس الأمن في المحافظة على السلم والأمن الدوليين وفق ما تقتضيه نصوص الفصل السابع من ميثاق الأمم المتحدة، غير أن تلك العقوبات تتأثر بعوامل تجعلها تفشل في تحقيق أهدافها.

ومن بين تلك العوامل حق النقض الأمريكي، والذي يظهر تأثيره من خلال استعماله الغير مشروع من أجل فرض الهيمنة الأمريكية لتحقيق المصالح الخاصة الأمر الذي انعكس سلبا على قرارات مجلس الأمن خاصة في فرض العقوبات الأممية، وبالتالي فقدان الثقة بهيئة الأمم المتحدة على صون الأمن الجماعي الذي هو أحد مبادئها الأساسية.

Summary:

One of mechanisms the Security Council resorts to in order to preserve international peace and security is imposing sanctions under the texts of Chapter VII of the United Nations Charter. However, these sanctions can fail to attain their intended objectives because of many factors among which is the American veto.

The effect of the American veto is proved by its illegitimate use which aims to extend the American influence and to serve its interests. This has influenced negatively resolutions made by the Security Council concerning the imposition of the United Nations sanctions. Consequently, there is lack of trust in the United Nations to fulfill one of its main principles which is preserving global security.
