Pubic budget deficit and its financing methods in the economy

Résumé

:   إن الموازنة العامة لأية دولة تعكس الوضع الإقتصادي بها، ومن هنا جاء الإهتمام بتوازنها ومدى ما تحققه من عجز، الذي يعد المشكلة الإقتصادية المحورية لمعظم الدول لما له من آثار مباشرة على أداء النشاط الإقتصادي، خاصة في السنوات الأخيرة بعد إتجاه العجز إلى التزايد في مختلف دول العالم وصاحبه إرتفاع مستمر في الدين العام الداخلي للحكومات الذي بات يهدِّد الإستقرار المالي والنقدي لها، وترتَّب على ذلك تدهور في القوة الشرائية للعملة الوطنية للدول، وتدهور في مستوى المعيشة ورافق ذلك آثار سلبية إقتصادية وإجتماعية، وتزايد حجم الدين الداخلي والخارجي، ولقد أخذ عجز الموازنة إهتمام كبير على مستوى الدول وكيفية مواجهته والسياسات المقترحة لذلك والآثار الناتجة عنه والمقابل الإجتماعي له ومن يتحمّله.

Abstract :

The public budget of any country reflects its economic situation, hence the interest in its balancing and the extent of its deficit, which is the main economic problem of most countries because of its direct effects on the performance of economic activity, especially in recent years after the trend of the deficit to increase in various countries and accompanied by continued rising in the internal public debt of governments, which are threatening their financial and monetary stability. Resulted in deterioration in the purchasing power of the national currency of countries, deterioration in the standard of living accompanied by negative economic and social effects, and increasing the internal and external debt, therefore the budget deficit takes a great interest over the countries level and how to counter it, the recommended policies, its results effects, its social effects and who will bear the burden of the deficit.
