تداعيات الفشل الدواليت على األمن اإلقليمي: حالة ليبيا أمنوذجا
Résumé
هتدف هذه الورقة البحثية إىل تسليط الضوء على املخاطر اليت أصبح يشكلها منط الدول الفاشلة ملا يتيحه من إمكانية ملختلف األطراف اخلارجية ابلتدخل يف الشؤون الداخلية للدول حتت غطاء مربرات الشرعية الدولية ومحاية حقوق اإلنسان، وهو ما كان له كبري األثر يف الضعف السيادي للدولة القائمة يف اجملال السياسي املغاريب، هذا األثر الذي كان سببا مباشرا يف تشكيل عديد التهديدات على مفهوم األمن القو مي يف املنطقة املغاربية بكافة أبعاده السياسية واإلقتصادية واإلجتماعية والثقافية، ويعترب النموذج اللييب أحد أبرز النماذج يف هذا السياق، ملا حيمله من مظاهر تفكيك الدولة خاصة يف الفرتة اليت أعقبت احلراك الشعيب الذي أضفى إىل إسقاط النظام السياسي ما أدخل الدولة يف دوامة العنف والعنف املضاد يف مشهد أعادها إىل وضع ما قبل الدولة، وهو ما إستدعى إعادة طرح آليات للتعاقد من جديد ضمن منطق إعادة بناء وتشكيل الدولة مبا يسمح بضمان محاية خمتلف التوازانت القبلية والعشائرية ومصاحل األطراف املتنازعة. كلمات مفتاحية: الدولة الفاشلة – األطراف اخلارجية – األمن القومي املغاريب – احلراك الشعيب – ليبيا. Abstract : The purpose of this researched paper is to shed light on the dangers that have been created by the pattern of failing states because of the possibility of various external parties interfering in the internal affairs of countries under the pretext of international legitimacy and the protection of human rights. This has had a major impact on the sovereign weakness of the political state The Maghreb model is one of the most prominent examples in this context, because of the manifestations of the dismantling of countries.
