تهدف هذه الورقة إلى دراسة التدخل العسكري الإنساني من حيث ما يرتبط به من إشكاليات كبرى، وما يواجهه
من معضلات عملية وقانونية وسياسية قبل وأثناء وبعد عملية التدخل، إذ من الضروري الإحاطة بالسياق والظرف
الذي يتم فيه تبلور التدخل العسكري الإنساني، من مرحلة إثارة محركات ومصوغات للتدخل تتطلب التفكير
والتخطيط والتحضير المسبق له، إلى مرحلة التدخل العملي أو التنفيذ الميداني، وصولا إلى تقييم العملية ومخرجاتها
وانعكاساتها، وخلال مختلف تلك الأطوار يكون التدخل العسكري الإنساني محل تجاذبات بين عدة إشكاليات
قانونية وأخلاقية وسياسية وحتى لوجيستية وتمويلية، حيث يكون السعي وراء الشرعية من جهة، والرعاية الميدانية
لعملية التنفيذ من طرف منظمة دولية أو قوة كبرى دولية أو إقليمية مطلبا أساسيا لوضع التدخل موضع التنفيذ
بأكبر احتمالية ممكنة من النجاح في المهمة، لذلك فهذه الورقة ستعالج أهم الإشكاليات الملازمة للتدخل العسكري
الإنساني بشكل مركز ودقيق بعيدا عن متاهات المفهمة وتضارب الأدبيات وغيرهما .
This paper investigates the problematics and dilemmas (practical, legal, and political) associated with the issue of humanitarian military intervention during its various stages (planning, implementing, and evaluating). It is important to explore the context where the humanitarian military intervention is crystalized, starting with speeling out its motives and planning for it, then putting it into practice, and after that, evaluating its outcomes. During these three phases, the intervention never seizes to cause heated debates on its legal, ethical, and political grounds, in addition to its logistics and financing. Intervention actors work tirelessly to legitimise the intervention and seek the sponsoring of an international organisation or a global/regional power. The ultimate goal has always been to ensure the largest success possible for the mission. In this regard, the present paper aims at detailing the main dilemmas associated with the humanitarian military intervention, well beyond the terminological complications and the existing literature’s controversies.
