واقع وآفاق التعاون الأمني في المتوسط في مجال مكافحة المخدرات

الملخص:

تتناول هذه المقالة قضية مهمة ذات أبعاد أمنية خطيرة، خاصة في ظل انتباه العلماء والباحثين في علم السياسة بأن مشكلة المخدرات لها تأثيرها القوي على الأمن القومي، وهذا ما سعت عدد من الدول لتجعل من هذه المشكلة أحد أبرز القضايا الدولية في الجيو-سياسات المعاصرة، وهذا ما نلاحظه على صعيد الدول المطلة على البحر المتوسط، لما لتلك المشكلة من أهمية وخطورة في نفس الوقت.

وتحاول هذه المقالة إلى الاقتراب من موضوع العلاقة بين مشكلة المخدرات والأمن القومي، وفي بعدها الجيو-سياسي، وبالذات في المنطقة المتوسطية، وذلك من خلال الإشارة الموجزة إلى تطور مفهوم الأمن القومي الذي انتقل من التركيز على المضمون العسكري إلى شموله لمضامين أخرى اقتصادية، اجتماعية وسياسية، والتطرق إلى تأثيرات مشكلة المخدرات على تلك الأبعاد والمضامين لمفهوم الأمن القومي، ثم محاولة بيان كيفية الاهتمام بها في جيو-سياسة المتوسط الجديدة، على أن نعطي كيف يمكن تفعيلها في سبيل احتواء ثم القضاء على هذه الآفة المضرة بالمجتمعات.

Abstract:

The present article treats an important issue with dangerous security implications, id est. the effects of drugs on national security which have received the attention of both academia and practitioners in the field of politics. This has led a number of Mediterranean countries to pay attention to consider the problem as being both important and dangerous at the same time.

The article is an attempt to shed light on the relationship between the issue of drugs and the national security in it is geopolitical dimension, particularly in the Mediterranean region. This clarification takes into consideration the development of concept of national security, with special focus on the military and other important dimensions (Social, Economic and political); the effect of drugs on these dimension; and how to treat the problem in the new Mediterranean geopolitical apparatus as to eradicate it due to its harmful effect on societies and individuals.
