تحدث المفكر صاموئيل هانتنجتون عن موجات التحول الديمقراطي في العالم خاصة مع انهيار المعسكر الاشتراكي ، واشار الى الموجات المضادة لهذا التحول عبر العديد من جهات هذا الكون ، وان لم يتوسع في هذه الدراسة في شؤون العالم العربي فالملاحظ ان هذه الموجة قد وصلت مؤخرا الى بلداننا وان تأثير كرة الثلج بدا واضحا في المدة الأخيرة .
ان تسارع الأحداث في اتجاه التحول الديمقراطي او "دمقرطة" البلدان العربية فتح لنا شهية الخوض في هذا الموضوع الذي يشد انتباه الباحثين و الساسة و أصحاب القرار في اطار تطلع دائم نحو التغيير _ كل حسب منظوره بالطبع_ لكن السؤال المطروح في هذا السياق و بخصوص عالمنا العربي بالتحديد ، هل اننا بصدد تحول ديمقراطي فعلي ام أننا في حالة من الفوضى تسعى بعض الأطراف الى استغلالها لامتطاء موجة السلطة في اطار جديد من التحالفات بين الداخل و القوى المهيمنة ؟ تحالفات املتها الظروف الدولية الراهنة لا تنال منها الشعوب العربية الا الزبد ، اما المنافع فهي للقوى العظمى التي تنظر للعالم العربي كرقعة جيو-استراتيجية هامة تتوفر على خزان النفط الذي لا بد ان يستغل للحفاظ على الآلة الانتاجية الغربية وصون مكانة الربيب إسرائيل .
