إذا كان يبدو بشكل واضح عدم قدرة الجماعات الإقليمية لاسيما البلديات على توفير الموارد المالية اللازمة لميزانيتها السنوية، من أجل تغطية التكاليف والأعباء التي تتطلبها المهام والخدمات لفائدة سكانها،

فإنه عليها التفكير جديا بالبحث عن مصادر تمويل ذاتي بعيدا عن إعانات الدولة، ولهذا فإن الدولة من الآن فصاعدا ستعمل على التخلي تدريجيا عن تمويل البلديات كما كان في السابق، ومن ثم فإن العمل على إعادة تنظيم مجالات اختصاص الولايات والبلديات من جهة، وتمكينها من مباشرة مهامها بالكثير من الاستقلالية، أصبح أمرا حتميا،

وهذا سيجعل البلديات في المستقبل تعتمد على نفسها سواء في التمويل أو القيام بالمهام المحلية.

Abstract

if it seems clearly the inability of the regional gropes . principally municipalities the provisions of the necessary financial resources for its annual budget , for covering the costs and burdens that tasks and services require for the benefit of its citizens .

That it should on it to think seriously to search for sources of self financing far from state subsidies, For this the state is going from now on to work on the abandon of financing the municipalities gradually as in the past/ previous

And then the working of reorganization competence areas of municipalities and states from side, and enable it from direct its tasks with rotate independence is inevitable

And that will make the municipalities in the future able in financing or doing local tasks.
