‫‪The‬‬ ‫‪Council‬‬ ‫‪is‬‬ ‫‪therefore‬‬ ‫‪trying‬‬ ‫‪to‬‬ ‫‪consider‬‬ ‫‪the‬‬ ‫‪legitimacy‬‬ ‫‪of‬‬ ‫‪such‬‬ ‫‪practices‬‬ ‫‪in‬‬ ‫‪the‬‬ ‫‪light‬‬ ‫‪of‬‬ ‫‪the‬‬ ‫‪provisions‬‬ ‫‪of‬‬ ‫‪the‬‬ ‫‪Charter‬‬ ‫‪of‬‬ ‫‪the‬‬ ‫‪United‬‬ ‫‪Nations.‬‬ ‫‪And‬‬ ‫‪whether‬‬ ‫‪it‬‬ ‫‪involves‬‬ ‫‪a‬‬ ‫‪customary‬‬ ‫‪development‬‬ ‫‪that‬‬ ‫‪responds‬‬ ‫‪to‬‬ ‫‪the‬‬ ‫‪rules‬‬ ‫‪of‬‬ ‫‪the‬‬ ‫‪new‬‬ ‫‪world‬‬ ‫?‪order‬‬
