انعكاسات التحولات الدولية لفترة ما بعد الحرب الباردة على المنطقة العربية: دراسة في الفرص والتحديات
Résumé
مثلت المنطقة العربية مجالاً واسعاً للصراع الإيديولوجي بين المعسكريْن في حقبة الحرب الباردة (الاستقطاب)، غير أن اختفاء الاتحاد السوفياتي من النظام الدّولي أظهر جليًّا أن هذه الدول كانت تعتمد وبشكل كبير في سلوكياتها وقراراتها نحو البيئة الدولية على المظلة السوفياتية، مما يعني أنها ستواجه متغيِّرات البيئة الجديدة لوحدها، من أجل مواكبة حركيات التغيير المستحدثة والمستجدة على المستويات الإقليمية بتفاعلاتها الجديدة،اعتماداً على كوامن قدراتها الذاتية، خاصة أمام بروز العامل الاقتصادي والذي تبدى على شكل مشاريع الشراكة، التعاون والاعتماد المتبادل المطروحة من طرف القوى الدولية الكبرى التي تمثل فرصة وتحدي في نفس الوقت، والتي هي حسب الباحثة أدوات لتجديد الرابطة الاستعمارية التاريخية. مرحلة ما بعد الشيوعية حملت في طيّاتها عدّة متغيّرات سياسية- عسكرية- اقتصادية- إستراتيجية- قيمية، مثلت تحديات كبرى على المستوى العالمي وكذلك على المنطقة العربية، استوجبت البحث عن أطر تفسيرية معمقة وأدوات مفاهيمية ملائمة لتحليل واستيعاب جوهر هذه التحولات، وكذلك طبيعتها وانعكاساتها على منطقتنا العربية باعتبار هذه الأخيرة تمثل الحلقة الأضعف من حيث بلوغ قاطرة التقدم.
Abstract
The Arab region represented a wide space of ideological struggle between the two blocks in the Cold War (polarization). However, the disappearance of the Soviet Union from the international system showed that these countries relied to the Soviet Union power on their behavior and decisions towards the international system. It means that will face many changes alone in order to keeping up the regional change’s movements with it’s new interactions, based on their own capacities, especially in light of the emergence of the economic factor, such us partnership projects, cooperation and interdependence By the great international powers that represent both an opportunity and a challenge, which according on the view of researcher, are means for renewing the historical colonial association. The post-communist stage brought many political, military, economic and strategic changes, that represented major challenges on the world wide specially the Arab region. It imposed to search from deep explanations and conceptual tools to analyze and understand these transformations.witch effect to the Arab region as it ‘s the weakest side in a path of progress.
