التكامل الدولي: دراسة في المفاهيم والمقاربات النظرية
Résumé
شهدت بداية التسعينات من القرن العشرين تحولا في النظام الدولي حيث انتهت الحرب البـاردة بانهيار الإتحاد السوفياتي، وتحول النظام الدولي من نظام ثنائي القطبية إلى نظام أحادي القطبية تتربـع على عرشه الولايات المتحدة الأمريكية، كما شهد النظام الدولي أيضا تنامي العولمة والتـي أصـبحت ظاهرة حتمية تتطلب ضرورة التعامل معها للاستفادة من ايجابياتها ومواجهـة مخاطرهـا وتأثيراتهـا السلبية. وأضحى من المسلم به في ظل هذه التحولات أن يشهد العالم تراجع العديد من القـيم والمفـاهيم والمصطلحات أمام صعود وتقدم مفاهيم وأبعاد جديدة قادرة على تفسير وتحليل الوضع الدولي، ولعـل أبرزها الأبعاد الاقتصادية التي تحتل مرتبة متقدمة للغاية في تحقيق أمن الدول والعالم، وقـد أدى تزايـد أهمية البعد الاقتصادي في الأمن إلى تخطي الإطار التقليدي للأمن والبحث عـن سـبل دعـم القـوة الاقتصادية للدول من خلال الاندماج في الاقتصاد العالمي، فبرز مفهوم التكامل كأحد أهم البدائل الاقتصادية لزيادة قوة الدول وأمنها. لذلك ستكون هذه الدراسة محاولة بسيطة لإزاحة اللبس ألمفاهيمي حول هذه الظاهرة وتوضيح أهم التفسيرات النظرية التي ساهمت في تفعيلها على المستوى الدولي.
Abstract
The early 1990s saw a transformation in the international system, where the Cold War ended with the collapse of the Soviet Union, and the transformation of the international system from a bipolar system to a unipolar system on which the United States of America was established, And the international system has also witnessed the growth of globalization, which has become an inevitable phenomenon that requires the need to deal with it to take advantage of its positives and face the risks and negative effects. It is recognized that under these transformations, the world is witnessing the decline of many values, concepts and terminology in front of the rise and advancement of new concepts and dimensions capable of interpreting and analyzing the international situation, most notably the economic dimensions that are very advanced in achieving the security of countries and the world. Economic development in security leads to exceed the traditional framework of security and the search for ways to support the economic power of States through integration into the global economy. The concept of integration emerged as one of the most important economic alternatives to increase the strength and security of States.
Therefore, this study will be a simple attempt to remove the ambiguous confusion about this phenomenon and clarify the most important theoretical interpretations that contributed to its activation at the international level.
