الدولة الفاشلة في ليبيا وتداعياتها على المنطقة المغاربية

Résumé

تحاول هاته الدراسة تناول الأمن المغاربي، من خلال التركيز عن خطر وجود الدولة الفاشلة على الأمن المغاربي –أي الحالة الليبية – فقد شهدت المنطقة المغاربية منذ بداية عام 2011 حراكا اجتماعيا وسياسيا حمل شعار تغيير الأنظمة السياسية الدكتاتورية انطلقت الشرارة في تونس لانتقل العدوى بعد ذلك الى أغلب الدول التي تعاني نفس المشاكل ؛ من بينها ليبيا التي تصاعدت الاحتجاجات مع النظام وانتقل الى صراع دمويّ بين الثوار وكتائب القذافي، ليحسم الصراع بتدخل العسكري للحلف الشمال الأطلسي لحماية المدنيين لصالح الثوار لتفتح باب الحرب الأهلية هناك حول نزاع حول السلطة من جهة، اختلاف الرؤى حول مستقبل ليبيا، وانتشار المليشيات العسكرية ورفض الولاء لمؤسسة الجيش، خلق هذا واقع جديد جعل المهتمين بالشأن الليبي يصنفونها ضمن الدول الفاشلة كونها باتت تمتلك مقوماتها ومؤشراتها، ضف الى ذلك موقعها الاستراتيجي الممتد للساحل الافريقي الذي ساعد على تغدية التهديدات ذات طبيعة اللاثماتلية مثل: الهجرة غير الشرعية، الاتجار بالبشر، تنامي دور التنظيمات الارهابية، وتجارة الأسلحة.. وغيرها أصبحت مصدر قلق للدول الجوار وحدودها، ويجعل المنطقة أكثر انكشاف أمنيا وتحدي حقيقيا لجميع دول المنطقة.

Abstract:

This study attempts to address the Maghreb security by focusing on the danger of the failed state of Maghreb security - the Libyan situation - since the beginning of 2011, the Maghreb has witnessed a social and political movement that carried the slogan of changing the dictatorial political regimes. To Libya, which escalated protests with the regime and moved to a bloody conflict between the rebels and the Gaddafi Brigades, to resolve the conflict by NATO military intervention to protect civilians in favor of the rebels to open the door of civil war there on a dispute over the Moreover, the divergence of views on the future of Libya, the proliferation of military militias and the refusal of loyalty to the army establishment, created a new reality that made those who are interested in the Libyan affairs classified as failing countries because they have their components and indicators, in addition to their strategic position extending to the African coast, Such as illegal immigration, human trafficking, the growing role of terrorist organizations, the arms trade, etc. have become a source of concern for neighboring countries and their borders, and make the region more real security and challenge to all countries in the region.
