فواعل تسيير الإدارة المحلية في ظل الديمقراطية التشاركية

Résumé

أدى عجز الديمقراطية التقليدية في تحقيق جوهرها و تزايد العجز في ميزانية الإدارة المحلية إلى ظهور أسلوب جديد يقوم على إشراك المواطنين في اتخاذ القرارات و تطوير تسيير الإدارة المحلي فظهر ما يعرف بالديمقراطية التشاركية التي تنقل الفرد من مواطن سلبي إلى مواطن إيجابي و فعال ، و ذلك  بتدخل عدة فواعل. و من خلال هذه الورقة البحثية نهدف إلى تسليط الضوء على أهم آليات الديمقراطية التشاركية و كذا معرفة أهم الفواعل المتدخلة في تسيير الإدارة المحلية وفق هذا المنهج .

Abstract :

The inability of traditional democracy to achieve its essence and the increasing budget deficit of the local administration led to the emergence of a new method of involving citizens in decision-making and developing the management of local governance. The so-called participative democracy, which moves the individual from negative to positive and active, Several times. This paper aims to shed light on the most important mechanisms of participatory democracy, as well as knowledge of the most important intervention in the management of local administration according to this approach.
