تقييم السياسات العامة بين الاستخدام النوعي والكمي: دراسة في المفاهيم والنماذج

Résumé

تهدف الدراسة إلى تقديم مقاربة مفاهمية حول مفهوم السياسة العامة ومفهوم التقييم والتقويم، لتنتقل الدراسة لتبين مساهمة المؤشرات الكمية والنوعية في عملية تقييم السياسات العامة من خلال رصد المعايير التي يعتمد عليها المقيمون في عملية التقييم منها الفعالية والكفاءة والجودة والعدالة، ثم إبراز المؤشرات الكمية والنوعية ودورها في عملية تقييم برامج السياسة العامة وأهم النماذج المستخدمة في عملية تقييم السياسات العامة.

 في النهاية، تحاول الدراسة استقراء المشكلات التي تواجه محللي السياسات العامة في عملية التقييم خاصة فيما يتعلق بالمفاضلة بين المؤشرات النوعية والكمية.

 Abstract :

The study aims to provide an important approach to the concept of public policy and the concept of evaluation and assessment. The study proceeds to reflect the contribution of quantitative and qualitative indicators to the process of evaluating public policies by monitoring the criteria on which evaluators depend, including effectiveness, efficiency, quality and fairness, and then quantitative and qualitative indicators and their  role in the process of evaluating policy programmes And the most important models used in the public policy assessment process.

Finally, the study attempts to extrapolate the problems facing policy analysts in the evaluation process, especially with regard to the differentiation between qualitative and quantitative indicators.
