دلالة الفعل التشاركي في الممارسة السياسية الحديثة

Résumé

يتم النظر دوما إلى العمل التشاركي على أنه خيار مرجو لتعظيم المكاسب، خصوصا وأنّ المحيط الاقتصادي الحديث يقوم على حالة من التسارع في مجال المعرفة وتحديث الأنماط الإدارية، وفي وقت يسعى فيه الجانب السياسي إلى مسايرة تلك الثورة الشاملة، أين تمثّل آلية العمل التشاركي المنادى بها؛ تطويرا إيجابيا لمخرجات ذلك الوضع، وتعزيزا لمفهوم الثقة والشفافية، وهي مقاربة تنقل الأفراد من وضعية الانتظار إلى وضعية المبادرة.

إن كفاءة الفعل التشاركي تتجسد في كونه كفكرة لا يعن الفوضى، كما أنه كممارسة لا يشير إلى كثافة القوانين وتعقد الإجراءات، وإنما هو إطار لانسيابية العمل السياسي، وتعظيم مخرجاته الإيجابية، في الترسيخ الديمقراطي، والاستيعاب الأقصى للقدرات المجتمعية، وهي المضامين الأساسية لما صار يعرف بالديمقراطية التشاركية التي بدأت تظهر باعتبارها أحد الاهتمامات الأساسية للحكومات، على غرار ما تطرحه الجزائر في السنوات الأخيرة.

Abstract :

Participatory action is always viewed as a desirable option to maximize gains, especially that the modern economic environment is based on a state of acceleration in the field of knowledge and modernization of administrative patterns. At a time when the political side seeks to keep pace with that comprehensive revolution, the mechanism of participatory action is a positive development of the outputs of modern political activity, as well as an enhancement of the concept of trust and transparency, it is the approach that moves individuals from the waiting position to the status of the initiative.

The participatory act does not mean chaos, and does not refer to the density of laws and the complexity of procedures, but it is a framework for the efficiency of political action, consolidation of democracy, with emphasis on not wasting capacities and resources, it is the basic contents of what has become known as participatory democracy, which has begun to emerge as one of the basic concerns of Governments, as Algeria has been proposing in recent years.
