أمن الطاقة في الإستراتيجية العالمية:الواقع و الأبعاد

بحلول عقد التسعينات شهدت أجندات الدراسات الأمنية توسيعا وتعميقا لمفهوم الأمن، لتظهر مفاهيم أمنية جديدة أصبحت لها مكانة وأهمية بالنسبة لجميع الدول، ومن بين هذه المفاهيم"أمن الطاقة" هذا الأخير الذي يهدف إلى إتاحة الطاقة بجميع مصادرها الناضبة والمتجددة للجميع. وعلى هذا أولى الباحثين والأكاديميين اهتماما بهذا المفهوم، نظرا لما يمثله من أهمية على المستوى الداخلي للدولة وعلى المستوى العالمي، خاصة في ظل تنامي وتزايد التوترات الداخلية في البلدان المنتجة للطاقة بصفة عامة والنفط بصفة خاصة، وما تمثله من تهديدات بالنسبة للدول المستهلكة على حد سواء.و هنا بادر مجلس الطاقة العالمي بتقديم مجموعة من التصورات لمستقبل أمن الطاقة حتى سنة  2050و الاستراتيجيات المتاحة في هذا الصدد،فما مدى نجاعة هذه الاستراتيجيات في تحقيق الأمن الطاقوي العالمي؟

   In nineties decades beginning, the agenda of security studies expand and deepen security. To show the concepts of a new security has become a niche and more important for the states. Among these concepts energy security of the later, this aims to provide energy to all sources depleted and renewable for all. So the first researchers and academics were interested to this concept  and to their internal and global effects, and especially in light of the growing of local tensions in countries producing energy in general and oil in particular, and there threats to the consuming nations of energy. This situation invite the world energy council to propose some reflex ions about the future of security energy to 2050 and the different strategies which states can adopt with others partners ,and the main question is about the capacity of these strategies to assure global security energy?
